High Court Upholds Mostaqur’s Appointment

Bangla Press Desk:  The High Court has summarily rejected a petition challenging the gazette appointing Md Mostaqur Rahman as Bangladesh Bank governor after removing Ahsan H Mansur.

The bench of Justice Khizir Ahmed Choudhury and Justice AFM Saiful Karim issued the order on Sunday.

Lawyer Sani Abdul Haque represented the petitioner at the hearing.

Deputy Attorneys General Mahfuz Bin Yusuf and Akhtar Hossain Md Abdul Wahab appeared for the state.

Wahab told bdnews24.com, “The court was not satisfied with the petition challenging the new governor’s appointment and summarily rejected it. Therefore, [Mostaqur] will remain in his post, and there is no obstacle to that.”

Supreme Court lawyer Abdullah Al Mamun filed the writ on Mar 5.

The petition sought a rule asking why separate gazettes removing Mansur as governor and appointing Mostaqur should not be declared illegal and without lawful authority.

It also sought a stay on the gazettes’ operation pending disposal of the rule.

The petition named the finance secretary and the Bangladesh Bank governor as respondents.

After the fall of the Awami League government in the 2024 mass uprising, Mansur, a former International Monetary Fund official, was chosen as governor under the interim government led by Muhammad Yunus.

After the BNP’s new government took office following the parliamentary election, a Feb 25 gazette issued by the finance ministry’s Financial Institutions Division cancelled the remainder of Mansur’s term.

The same day, another gazette appointed garment businessman Mostaqur as governor for four years, subject to his severing ties with all other institutions and organisations.
