‘Mr 10%’ is back: Fired DSCC engineer reinstated to be chief
  Bangla Press Desk: A Dhaka South City Corporation (DSCC) engineer, dismissed over alleged corruption more than five years ago, has been reinstated and appointed chief engineer. Md Asaduzzaman was dismissed from his post as additional chief engineer on 17 May 2020, by the then mayor Sheikh Fazle Noor Taposh over allegations of corruption during Sayeed Khokon’s tenure, including claims that he used to manipulate tenders and demanded a 10% commission from every tender. Engineer Asaduzzaman earned the nickname “Mr 10%” due to widespread allegations of corruption. Asaduzzaman’s termination order, issued under section 64(2) of the DSCC Service Rules, stated he was removed “in the public interest” without the need for a specific reason, entitling him to 90 days’ salary.
Under section 58 of the same rules, employees have 90 days to appeal to the Local Government Division (LGD). According to LGD documents, Asaduzzaman lodged his appeal on 26 June 2020. Following a hearing that reviewed statements, evidence and documents from both sides, the LGD quashed the termination order and directed DSCC to reinstate him with full dues. In compliance, DSCC reinstated him on 18 July 2025 and posted him as chief engineer on 3 August.
A senior DSCC official, speaking on condition of anonymity, said several dismissed employees have recently regained their jobs, portraying themselves as victims of the previous administration. “In reality, many were removed for criminal activities, fraud in recruitment exams or lack of qualifications. Some did not even have proper academic certificates, had been out of service for years or were living abroad,” the official alleged. “Asaduzzaman was a close associate of Sayeed Khokon but now claims victimhood.” Asked why the appeal was resolved after five years, LGD Secretary Md Rezaul Maksud Jahedi said, “I cannot explain why my predecessors did not hear the case. When I took charge, I found it pending and disposed of it. The key issue is whether he appealed within three months of dismissal, not how long it took to resolve.” Rezaul Maksud Jahedi denied any wrongdoing, saying, “I did not take money from anyone. The appeal was judged solely on whether his rights were violated. What he did earlier was not a part of the appeal.
