What is in the draft circular for the appointment of teachers under the new system?

Bangla Press Desk:  Initiatives have been taken to introduce a new system for teacher recruitment recommendations through the Non-Government Teachers Registration and Certification Authority (NTRCA). For this purpose, a draft circular has been sent to the Ministry of Education for approval. The implementation of this new recommendation system is being planned as per the newly issued Non-Government Teachers Registration Examination and Certification Rules, 2025.
Taking into account the preference and merit of the candidates, one candidate will be selected for recruitment recommendation against each subject and post-based vacancy. If a candidate is not selected anywhere according to his preference, but if he has agreed to the ‘other alternative’ option, then he will be recommended on the basis of merit to the educational institution nearest to his permanent address, subject to the availability of vacancies. In this case, the priority order will be – his own upazila, his own district, his own division and finally the whole country.
The draft circular states that a selection or selection test and an oral test will be conducted for the candidates according to the demand of the vacancy. The merit order of the candidates will be determined based on the marks obtained in these two tests. A merit list will be prepared against the subject and post-based vacancies in the ratio of 1:1 from the candidates who have passed the oral examination.
The draft circular further mentions that applications will be invited for re-employment recommendations from the candidates included in the merit list prepared as per the rules. A notification in this regard will be published on the NTRCA website.

Applicants will have to apply online by paying the specified fee within the stipulated time. A candidate can keep a maximum of five educational institutions in the list of preferences. If someone is interested in working in an institution other than their preferred one, they will have to consent to the ‘Other Options’ option in the online application form.

Taking into account the preference and merit of the candidates, one candidate will be selected for employment recommendations against each subject and post-based vacancy. If a candidate is not selected anywhere according to his preference, then if he has consented to the ‘Other Options’ option, then he will be recommended on the basis of merit to the educational institution nearest to his permanent address, subject to the availability of vacancies. In this case, the priority will be - own upazila, own district, own division and finally the whole country.

If the same candidate is selected for appointment recommendation at multiple levels, only the highest level recommendation will be effective. All other level selections will be considered canceled.

The appointment recommendation letter of the finally selected candidates will be sent to the head of the concerned educational institution. The recommended candidate will have to apply to join the institution within seven working days. Then the head of the institution or the concerned management committee will issue the appointment letter within 15 working days. The candidate will have to join within seven working days of receiving the appointment letter.
If a candidate cannot join due to incorrect information about the vacancy or institutional complications or is not enrolled in the MPO after joining, after verification, he will be given a re-employment recommendation to another institution on a priority basis for the vacancy of the next academic year. In this case too, priority will be given to the institution nearest to the permanent address.

The draft circular clarifies that appointment recommendations will be given only once from the merit list prepared through the selection and oral examination held under the 2025 rules. No new recommendations will be made based on these results in the future, except for specific replacement procedures.Source: daily Sun
