20 dead as heavy rain batters Indian states
  Bangla Press Desk:  Cloudbursts and landslides have unleashed fresh misery across the hill states of Uttarakhand, Himachal Pradesh and Assam, leaving at least 20 people dead, 20 missing and hundreds stranded. The fresh bout of heavy rain this week caused rivers to overflow their banks, while cascading landslides flattened homes, blocked roads and swallowed vehicles in scenes of devastation, even as people picked up the pieces from last month’s flood fury. In Uttarakhand, where the skies opened up overnight, 15 people were killed and 16 remain unaccounted for, state officials said. More than 900 people were stranded at different locations before being rescued by NDRF, SDRF and fire brigade teams, according to the State Emergency Operation Centre. Torrential waters battered Dehradun district hardest. Thirteen people died in the state capital, including eight residents of Uttar Pradesh’s Moradabad district who drowned after their tractor-trolley was swept away by River Tons in Vikasnagar. Yogi Adityanath announced Rs 2 lakh in compensation for the families of the deceased.
Roads crumbled, bridges collapsed, and 400-500 students marooned at Devbhoomi Institute in Paundha were ferried to safety by SDRF teams. Nainital and Pithoragarh districts reported one fatality each. The Ganga and Yamuna are flowing close to warning levels, while River Tamsa is near the danger mark, officials said. Heavy rain alerts are in place for Dehradun, Champawat and Udham Singh Nagar in Uttarakhand until September 20. Authorities also warned of more flooding. In Himachal Pradesh, three members of a family, two women and a child, were crushed when their home collapsed in Mandi district’s Bragta village after a massive landslide. Flash floods swept away cars and inundated the main bus stand in Dharampur, where shopkeepers counted losses running into crores of rupees. Four people were reported missing.
In Shimla, landslides buried cars near Himland in the city centre and choked the main circular road, leaving the hill capital cut off. Thunderstorms and gusty winds were reported in Jubbarhatti, Kangra, Bhuntar, Murari Devi and Sundernagar, while wind speeds touched 37 kmph in Bilaspur and Kufri. Torrential rains over the past three days have triggered a second wave of floods in Assam this monsoon season, affecting more than 22,000 residents and claiming two lives in 24 hours. The fatalities were reported from Golaghat district, one of the worst-hit areas. The first wave of floods in the state began at the end of May and continued through June.
Several tributaries of the Brahmaputra, including the Dikhou, Disang, and Dhansiri rivers, have surged past danger levels, causing widespread deluge. In southern Assam, the Barak and Kushiyara rivers are also overflowing, posing a threat to several communities. The fields are full but the paddy brown and wilted, and the air thick with the stench of rotting crops and livestock -- the aftermath of record monsoon rains that have devastated India's breadbasket. In Punjab, often dubbed the country's granary, the damage is unprecedented: floods have swallowed farmlands almost the size of London and New York City combined. India's agriculture minister said in a recent visit to the state that "the crops have been destroyed and ruined", and Punjab's chief minister called the deluge "one of the worst flood disasters in decades". Punjab saw rainfall surge by almost two-thirds compared with the average rate for August, according to the national weather department, killing at least 52 people and affecting over 400,000.
