89% support PM serving no more than 2 terms: SHUJAN
  Bangla Press Desk: A nationwide survey by the non-partisan citizen platform SHUJAN (Shushashoner Jonno Nagorik) or Citizens for Good Governance shows that 89% of respondents support limiting a person to two terms as Prime Minister, alongside overwhelming backing for a range of reform proposals. Among other recommendations, 71% of respondents supported introducing a proportional representation (PR) system in the Upper House. Meanwhile, 87% favoured restricting one person from serving simultaneously as Prime Minister, party chief, and leader of parliament. Additionally, 86% agreed that the Deputy Speaker of the Lower House should be selected from the opposition party, while 82% supported applying the same practice in the Upper House. The survey, conducted from May to July this year, gathered opinions from 1,373 people – 1,033 men, 335 women, and 5 third gender – across the country, using 40 questions and 15 citizen dialogues.
Ekram Hossain, a member of Shujan’s National Committee, presented the poll results at a press conference at the Dhaka Reporters Unity (DRU) on Tuesday. The findings reveal that 90% support making the Anti-Corruption Commission, Human Rights Commission, Information Commission, and the proposed Local Government Commission constitutional bodies. Eighty-three percent backed reinstating the caretaker government system for elections and 69% supported introducing a bicameral parliament. Regarding political party reforms, 92% called for removing identified criminals, extortionists, corrupt individuals, and convicted persons from party membership. Seventy-six percent supported renewing party registration every five years, 91% backed requiring all party financial transactions to be conducted through banks and published in audited reports, and 83% favoured selecting party nomination panels via secret ballot.
A rotating system for women’s reserved seats in the Lower House was backed by 63%, while 69% favoured reserving 30 seats for women in the Upper House. Commenting on the results, Shujan Secretary Badiul Alam Majumdar said, “The results prove that citizens want reform. The existing system, process, and institutions have enabled Sheikh Hasina to become an autocrat. These must change. To build a democratic state, we need fundamental reforms in the system, process, and institutions.” The survey also found that 88% agreed on expanding fundamental rights, 84% supported making these rights unconditional, and 80% wanted a constitutional council to appoint all constitutional office holders and the chiefs of the three armed forces. On governance structure, 87% preferred a cabinet-based system, 86% supported electing the President through an electoral college, and 88% favoured increasing the President’s powers.
Meanwhile, a proposal to make “equality, human dignity, social justice, democracy, and secular harmony” the guiding principles of state governance received 90% support, while revising Article 70 of the Constitution was backed by 87%.
