Legal notice seeks PR system in parliamentary polls
  Bangla Press Desk: A Supreme Court lawyer has served a legal notice to the government and the Election Commission (EC), urging the introduction of a proportional representation (PR) system in the upcoming parliamentary election. Md Mahmudul Hasan, a lawyer at the Bangladesh Supreme Court, sent the notice on Sunday to the Election Commission, the Ministry of Law, Justice and Parliamentary Affairs, and the Ministry of Home Affairs. In the notice, Hasan called for an immediate constitutional amendment and the enactment of a new law to ensure that the February 2026 general election is held. under the PR system. He also urged the EC to issue timely instructions so that political parties can prepare accordingly.
The notice warns that if no effective action is taken within 15 working days, a writ petition will be filed with the High Court. According to the legal notice, the current first-past-the-post (FPTP) electoral system does not accurately reflect the will of the voters. It states that in many cases, candidates are elected as members of parliament despite receiving only a small share of total votes, while a large number of votes remain unrepresented in parliament. “This undermines the value of people's votes and fails to reflect the true public opinion in the legislature,” the notice reads. PR system has long been successfully implemented in several developed democracies, including Sweden, Norway, Denmark, Finland, the Netherlands, New Zealand, and South Africa.
