State ministers Habibur, Rajib assigned portfolios

Bangla Press Desk:   The Cabinet Division has reassigned portfolios to state ministers Habibur Rashid and Rajib Ahsan.

Habibur was given charge of the railways ministry and the roads transport and highways division, and Rajib assigned to the shipping ministry.

An office order issued by the Cabinet Division on Tuesday confirmed the reshuffle.

Earlier, Minister for Road, Rail and Shipping Sheikh Rabiul Alam sent a letter to the Cabinet Division, signed by Senior Assistant Secretary Ajit Deb, expressing his intention to redistribute responsibilities among the state ministers.

The office order stated that the decision had been taken the previous day and was being implemented accordingly.

According to the Rules of Business, the prime minister, or the minister-in-charge with the prime minister’s approval, may specify by order the cases or classes of cases to be handled by a state minister or deputy minister.

However, officials at the Cabinet Division said a minister could not request the cabinet secretary, through a senior assistant secretary of his ministry, to allocate portfolios to state ministers of another ministry.

They also noted that the letter did not mention whether the prime minister’s approval had been obtained, which is mandatory under the Rules of Business.Source: daily Sun
