Two fake doctors arrested in Connecticut for patient fraud

Staff Reporter: Two Connecticut men were arrested, including the owner of an East Hartford medical group, after one of his employees allegedly administered services without a license for years to the owner’s knowledge.
The owner of Silver Lane Medical Group and Stafford Medical Group, 83-year-old Sultan Quraishi of Glastonbury, and 61-year-old Mohammad Siddiqui of South Windsor, were both arrested on Jan. 22. According to the Division of Criminal Justice, the two men conspired to misrepresent Siddiqui as a physician between Jan. 8, 2021, and March 13, 2025. Quraishi allegedly hired Siddiqui at Silver Lane Medical Group in East Hartford, despite knowing that Siddiqui did not have the proper medical license.
During his time at Silver Lane Medical Group, Siddiqui performed services with the full agreement, knowledge and aid of Quraishi. He allegedly performed injections, physical examinations and prescribed medications, among other services, while employed at Silver Lane Medical Group. Quraishi then allegedly billed the state Medicaid system for these fraudulent services as if he performed them himself.
Quraishi was charged with the following:
First-degree health insurance fraud
Conspiracy to commit first-degree health insurance fraud
First-degree larceny
Conspiracy to commit first-degree larceny by defrauding a public community
Nine counts of conspiracy to commit violation of license requirements
Siddiqui was charged with the following:
First-degree health insurance fraud
Conspiracy to commit first-degree health insurance fraud
First-degree larceny by defrauding a public community
Conspiracy to commit first-degree larceny by defrauding a public community
Nine counts of violation of license requirements
Nine counts of conspiracy to commit violation of license requirements
